Raquel’s story is a testament to resilience. Raised by a single mom and losing her father at 11, she fought to break generational barriers through faith and hard work. The first in her family to graduate college, Raquel launched a construction company with her husband in 2009, building it into a multimillion-dollar business from scratch.
Today, she’s a respected businesswoman, a community leader, and a mentor to at-risk youth through the Boujourne Foundation and programs like Mindset Matters.

Lower Taxes
Families are struggling with increased costs of living — from groceries to insurance — and their county government shouldn’t be contributing to that burden by increasing their tax bill every year. Harris County has the highest property tax burden compared to every major metro county in Texas, and that’s unacceptable.
Drawing from her experience owning and operating a successful business, Raquel’s blueprint for Harris County will prioritize essential government operations while cutting wasteful spending by eliminating programs that have no business being funded with your tax dollars. This includes identifying and stopping waste, fraud, and abuse — once and for all — in our county government.
Safer Communities
Every family deserves to feel safe. Protecting our children and families will be Raquel’s top priority as Commissioner. Her blueprint for Harris County will advocate for smart solutions that reduce crime and uplift our neighborhoods. Raquel’s strong commitment to public safety and her support for law enforcement are why she has been endorsed by the Houston Police Officers’ Union, among others in the Harris County law enforcement community.
Invest in Roads and Drainage
Raquel is uniquely qualified to deliver results in building better infrastructure because she has spent her entire career constructing these projects in the private sector. Her blueprint for Harris County will focus on holding vendors and project timelines accountable to the budget, with the goal of stopping the massive waste of public tax dollars we’ve been witnessing under the current leadership in the Harris County Commissioners’ Office.
